Local Government Bill 2000

Modernises and consolidates Ireland’s local-government laws, replacing many outdated rules with one framework for county, city and town councils. It strengthens elected councillors’ role in setting policy, requires greater public access and community involvement, introduces strategic policy committees, clearer financial controls and independent reviews of boundaries and electoral areas, and creates stronger ethics and conflict-of-interest rules. It also provides for directly elected county and city council chairpersons from 2004, allows new town councils and community funds, and sets out procedures for councils that fail to perform their duties.
