Criminal Justice (Theft and Fraud Offences) Bill 2000

The measure would replace much of Ireland’s outdated law on theft, fraud, forgery and counterfeiting with clearer offences, covering activities such as computer misuse, false accounting, handling stolen property, money laundering and leaving without paying. It would also give Gardaí stronger powers to search premises, access computer evidence, seize and forfeit items, and require certain accountants and businesses to report suspected offences. Fraud and corruption affecting European Community funds would become specific offences, with greater cooperation between EU countries and wider powers to prosecute conduct carried out abroad. Companies and their senior officers could face criminal responsibility where offences were committed with their involvement or through poor supervision.

Bill entitled an Act to amend the law relating to stealing and related offences and their investigation and trial; to give the force of law to provisions of the Convention on the Protection of the European Communities' Financial Interests done at Brussels on 26 July 1995 and the three Protocols to that Convention; and to provide for consequential and related matters
