Authorises up to £16.86 billion in government spending for public services during 2000, with a further £1.79 billion allowed from departmental income, covering areas such as health, education, social welfare, policing and local government (schedule, pages 5–8). It also allows tax measures approved by the Dáil in December 2000—on fuel, tobacco and VAT—to be legislated for in 2001.
