Raises many social welfare and child benefit rates, increases family income limits, and improves rules for assessing income, savings and property. It introduces a new contributory carer’s benefit, including a yearly respite-care grant, and a £1,000 grant for widowed parents with children. It also extends some payments after a death, improves pension entitlements, allows limited sharing of public-service information, and changes health contribution and occupational pension rules.
