Twenty-third Amendment of the Constitution Bill 2001

Allows Ireland to ratify the Rome Statute establishing the International Criminal Court, which prosecutes people for genocide, crimes against humanity, war crimes and aggression when national courts cannot do so. A constitutional change is needed because joining the Court would transfer limited authority over criminal justice from the State; the amendment would permit ratification.
