Raises motor tax from 1 April 2001 by 4–6% for private cars and 6% for goods vehicles, while leaving rates unchanged for buses, taxis, school and community buses, and electric vehicles. It also changes motorcycle tax bands, introduces concessions for offshore-island and rescue vehicles, permits driving-licence fees to change, and sets euro rates from 2002, with extra revenue funding local authorities.
