Horse and Greyhound Racing Bill 2001

The Bill would replace the Irish Horseracing Authority with Horse Racing Ireland, responsible for managing and promoting horse racing, handling race records and entries, negotiating media rights, and supporting training, health and safety. It would create permanent State funding for horse and greyhound racing, linked to betting-tax revenue and shared between the industries, while requiring greater financial accountability. It would also allow Tote betting through bookmakers and across borders, extend betting hours at tracks, remove certain bookmaker charges, and lift the general ban on people in Ireland betting abroad, while leaving race integrity, doping controls and racing rules with the independent regulatory body.
