The measure would allow An Post to issue shares to employees and enable the State to sell or transfer some of its shares as part of an employee share scheme, subject to approval of the sale’s general principles by Dáil Éireann. It would also allow An Post to form a share-based alliance with another postal operator, protect existing pension arrangements, and make room on its board for an employee-scheme or alliance-partner representative. The telecommunications regulator would be renamed the communications regulator to reflect its postal responsibilities.

Bill entitled an Act to make provision for the issue of shares in An Post and the sale and disposal of shares in it by the Minister for Public Enterprise, to reduce the number of directors of An Post appointed by the Minister for Public Enterprise under section 23(1) of the Worker Participation (State Enterprises) Act, 1977, to provide for the change of the name of the Director of Telecommunications Regulation to the Director of Communications Regulation and to provide for connected matters
