The Bill would revise state allowances for leaders of qualifying political parties and introduce allowances for party leaders based on their members in the Seanad, as well as payments for independent or non-party members of the Oireachtas. It would require spending from these allowances to be independently audited and submitted to the Public Offices Commission within 120 days, with reports made public and payments withheld for non-compliance; it would also clarify permitted spending and deal with parties merging.
