The Bill updates pay, allowances and pensions for ministers, Ministers of State, Oireachtas members, judges and other office-holders. It introduces payments for the Seanad Leader, Assistant Party Whips and Ministers of State who regularly attend Government meetings; lets office-holders and members refuse pay or allowance increases; improves pension eligibility and portability; and keeps parliamentary chairpersons in office during election periods so the Presidential Commission can function. It also changes postal and Attorney General expense arrangements and makes other technical amendments.

Bill entitled an Act to amend the Ministerial and Parliamentary Offices Acts, 1938 to 1998, the Oireachtas (Allowances to Members) Act, 1938, and certain other Acts to make further provision for the remuneration, allowances and superannuation payable to and in respect of certain holders and former holders of Ministerial, Parliamentary and Judicial Offices; to provide for the transfer of previous pensionable service of persons who hold such offices; and to provide for related matters
