State Authorities (Public Private Partnership Arrangements) Bill 2001

The Bill would give named State authorities clearer powers to enter into public-private partnerships, including arrangements where private companies design, build, finance or operate public assets and services for at least five years. Authorities could form companies, join joint ventures, transfer assets temporarily and allow private partners to carry out certain public functions, while remaining responsible for oversight. Ministers could direct companies on management and finances, and the Finance Minister could add or remove covered authorities with parliamentary scrutiny.
