The proposal would give the Houses of the Oireachtas a stronger role in examining proposed EU decisions, including legislation, foreign-policy actions and justice matters, before Irish ministers could support them. Ministers would have to provide regular reports and allow committees time to investigate; it would also permit Irish troops to join an EU rapid-reaction force only when it was carrying out a United Nations mandate, with Dáil approval required.
