Creates flexible, portable Personal Retirement Savings Accounts (PRSAs), including a basic low-cost option that employers without pension schemes must make available, and strengthens safeguards around pension contributions, transfers and preserved benefits. It also establishes a Pensions Ombudsman to investigate complaints and order compensation for losses caused by poor administration.
