Health Ombudsman Bill 2001

The proposal would create an independent Health Ombudsman to investigate complaints about decisions or failures by the Department of Health, health boards, publicly funded hospitals and other publicly funded health services. The Ombudsman could examine whether actions were unfair, careless, discriminatory, based on wrong information or otherwise poor practice; recommend remedies, require responses and report to the Oireachtas, while keeping investigations private. Complaints would generally need to be made within 12 months and could be refused where another court or appeals process applies.
