Raises most social welfare payments, Child Benefit and Family Income Supplement limits, while reducing some employee and self-employed PRSI rates. It extends Maternity and Adoptive Benefit, improves support for carers, lone parents, people living alone and some means-tested recipients, and introduces transitional protections for the change to calendar-year contributions and the euro.
