Horse Racing Ireland’s board would grow from 12 to 13 ordinary members. Union representatives and the Northern Ireland representative would be selected through consultation rather than formal elections, while the Minister would directly appoint one industry employee and the Northern Ireland representative, helping ensure stable staff and other workers are represented.
