Authorises up to £20.36 billion in government spending for 2001, covering public services including health, education, social welfare, policing, housing, agriculture and the arts, with a further £1.8 billion allowed from related receipts (the detailed allocations appear on pages 5–8). It also allows legislation in 2002 to implement five tax decisions made by Dáil Éireann, covering life assurance, fuel, tobacco, cider and perry, and VAT.
