The Referendum Bill 2001 would change the role of the Referendum Commission. It would remove its duty to prepare statements presenting arguments for and against a referendum proposal and to promote or facilitate debate about it. Instead, the Commission would focus on raising public awareness of the referendum and encouraging people to vote. No major additional staffing or financial costs were expected.
