The measure would put affordable housing on a legal footing, allow local authorities to offer mortgage help, and require people who resell affordable or shared-ownership homes within 20 years to repay some of any profit so funds can support more housing. It would make new-house grants more flexible, fund housing advice and research, and increase the Housing Finance Agency’s borrowing limit so it could lend to local authorities and approved voluntary housing bodies. It would also update building-society rules and restrict disclosure of house-price information supplied by mortgage lenders.

Bill entitled an Act to provide for the making available, and resale, of affordable houses, to provide for the purchase of the interest of a housing authority in a house which is subject to a shared ownership lease and the sale of such a house, to provide for the making of grants in respect of new houses and to approved bodies, to provide for the giving of certain information by mortgage lenders to the Minister, to extend the powers and increase the borrowing limit of the Housing Finance Agency, to amend and extend the Housing Acts, 1966 to 1998, the Housing Finance Agency Act, 1981, and the Building Societies Act, 1989, and to provide for related matters
