Candidates without a registered political party’s endorsement would no longer pay an election deposit, but would need support from 30 registered voters for a Dáil election, 60 for a European Parliament election, or 15 for a local election. Supporters would sign the nomination form in person at a local authority office, show photographic identification and could support only one candidate; necessary travel costs would not count as election expenses. The change followed a High Court ruling that the existing deposit system was unconstitutional.
