Updates Ireland’s arts framework by repealing the 1951 and 1973 Arts Acts, continuing the Arts Council and defining its responsibilities, while giving the Minister a stronger role in national and international arts policy. It also requires local authorities to plan for arts development, recognises the Council’s independence in funding decisions, and creates committees for traditional arts, local arts activity, and innovation.
