Allows the Minister for the Environment and Local Government to take on heritage-related consultation duties transferred from the Minister for Community, Rural and Gaeltacht Affairs. It removes legal restrictions that currently prevent the Environment Minister from influencing planning, environmental licensing and waste-management matters involving the built and natural heritage.
