National Development Finance Agency Bill 2002

The Bill would establish a National Development Finance Agency, operating through the National Treasury Management Agency, to advise on and arrange cost-effective funding for major public infrastructure projects, including public-private partnerships. State bodies would generally have to seek its financial advice, while ministers would retain project decisions; borrowing, conflicts of interest, confidentiality and public reporting would be regulated.
