The bill would require local authorities to promote waste reduction, reuse and recycling, separate waste at its source, provide reusable-material depots, and set targets for moving towards “zero waste”. It would favour handling waste near where it is produced, make waste plans a council responsibility, exclude incineration from those plans, and remove an existing provision in the 1996 legislation.
