Would let developers meet social and affordable housing obligations by providing land or homes elsewhere, paying the local authority, or using a combination, provided equivalent value is delivered. It would also extend some planning permissions, impose a levy on certain homes built under them, and make various changes to planning appeals, local plans and approved housing bodies’ housing schemes.
