Freedom of Information (Amendment) (No. 3) Bill 2003

The proposal would keep the Freedom of Information Act’s special exemption for Cabinet papers in place for an extra year, until 21 April 2004, delaying their automatic consideration for release. During that year, the Information Commissioner would consult the public and interested groups on all possible changes to the Act, report to both Houses of the Oireachtas, and have the report examined by a committee. The Minister would have to consider this consultation before proposing longer-term amendments, making it harder to restrict access without public scrutiny.
