Employment Permits Bill 2003

The Employment Permits Bill 2003 would require most non-Irish nationals to have an employment permit to work in Ireland, while making it an offence for employers or workers to ignore that requirement and introducing penalties. It would give nationals of countries joining the EU in 2004 free access to the Irish labour market, but allow permits to be required again temporarily if their arrival seriously disrupted employment.
