The proposal would amend development-plan rules to discourage land speculation. It would give priority for zoning to State-owned or local-authority land, presume that land’s zoning should continue in later plans, and require stated reasons for changing a plan. Any such change would need the support of at least two-thirds of the planning authority’s members.
