The Bill would replace the 1999 rules on donations and spending in local elections with a stronger system based on the 1997 Electoral Act. It would require the Minister to set rules for declaring donations, including anonymous donations, appointing campaign agents, recording and limiting election spending, handling disputed bills and checking returns, with oversight by the Standards in Public Office Commission. It would also allow election challenges where these rules were breached, while preserving provisions on researching electronic vote recording and counting.
