The measure would increase child benefit to €125.60 a month for each of the first two children and €157.30 for each later child, and raise the respite care grant for carers. It would extend support for older dependent children in education, improve payments following a recipient’s death, expand the island allowance, and change how maintenance and other benefits are counted when assessing entitlement. It would restrict rent supplement to people lawfully in Ireland, including excluding most asylum seekers, while tightening some welfare conditions. It would also apply social insurance and related levies to benefits provided by employers, and update rules on pension scheme funding, disclosures, oversight and access to information.
