Independent Monitoring Commission Bill 2003

The Bill would put the Independent Monitoring Commission, created by agreement between the Irish and British Governments, on a formal legal footing. It would set out its independence, responsibilities and powers, provide funding and facilities, allow it to receive relevant information from the Gardaí, and protect its work from disclosure under freedom of information rules. The Commission would have to avoid harming national security, anyone’s safety or court proceedings, and would eventually be dissolved; its costs would be shared equally by both governments.
