Social Welfare Bill 2003

The Social Welfare Bill 2003 would increase most social welfare payments, including pensions, unemployment and disability benefits, carers’ payments, one-parent family payments and orphan’s allowances, generally from January 2004. It would also raise Family Income Supplement income limits and the Widowed Parent Grant, while increasing the earnings limit for employee social insurance contributions. Other changes would tighten some conditions: more contributions would be needed for certain benefits, child increases would depend on a partner’s income, unemployment benefit could last up to 12 months for some claimants, and rent or mortgage supplements would generally end where a partner works full-time.
