Water Services Bill 2003

The Water Services Bill 2003 would replace scattered, outdated laws with one framework for drinking-water supply, wastewater collection and treatment, and storm-water services. It would give county and city councils stronger responsibilities and powers, require six-year plans and service standards, and introduce licensing and oversight for private and rural water schemes, including temporary council takeovers where health or environmental risks arise. It would also place duties on property owners and users to prevent waste, pollution and damage, helping improve water quality, conservation and the reliability of essential services.

Bill entitled an Act to make provision in relation to the provision of water services; to give effect to certain acts adopted by institutions of the European Communities in respect of those services and, in addition, to make provision for miscellaneous amendments to the Local Government (Water Pollution) Acts 1977 and 1990 and the Fisheries (Consolidation) Act 1959 and to provide for related matters
