The proposal would amend the Constitution to require Dáil approval before Ireland could declare or take part in a war or other armed conflict, help foreign powers prepare for or conduct one, or direct such a conflict. It would also state that Ireland is a neutral state and must, in particular, remain outside military alliances, while renumbering existing sections of the relevant constitutional article.
