Authorises the Government to spend up to €31.041 billion on public services during 2003, including health, social welfare, education, transport, policing, justice and other departments, with a further €2.625 billion available from departmental income and repayments (Schedule, pages 5–8). It also allows legislation to be passed in 2004 to give effect to four financial decisions made by Dáil Éireann on 3 December 2003, covering VAT on certain farming activities and property sales, fuel duties, and tobacco duties.
