From the 2004 local elections, TDs and Senators could no longer also serve as local councillors, and plans for directly elected city and county mayors were dropped. It also set rules for local authorities’ dealings with national politicians, clarified elections where someone wins seats in more than one authority, and made a minor planning-law correction.

Bill entitled an Act to amend the Local Government Act 2001, to make (consequent on the passing of the Planning and Development (Amendment) Act 2002) an amendment to section 97 of the Planning and Development Act 2000 and to provide for related matters
