Health Insurance (Amendment) Bill 2003

The Health Insurance (Amendment) Bill 2003 would update the rules governing private health insurance and the Health Insurance Authority. It would protect the Authority from damages claims for actions taken honestly in carrying out its duties, adjust procedures for sharing costs between insurers, and stop companies linked to existing insurers from receiving special exemptions intended to encourage genuinely new market entrants. It would also allow the Health Minister, with the Finance Minister’s agreement, to cancel some or all of the Authority’s €508,000 start-up debt.
