Road Traffic Bill 2004

Introduces Ireland’s metric speed-limit system: 50 km/h in built-up areas, 80 km/h on regional and local roads, 100 km/h on national roads and 120 km/h on motorways, while allowing councils to set different limits for particular roads, times or roadworks. It also changes how fixed-charge penalties and penalty points are administered, including allowing some work to be outsourced, creates a new offence of supplying a mechanically propelled vehicle to anyone under 16, and broadens emergency-vehicle exemptions where road safety is not endangered.
