Road Safety Authority Bill 2004

The proposal would create a new state body, the Driver Testing and Standards Authority, mainly to run driving tests and improve driving standards. It could also take on vehicle testing, driver licensing and driving-instructor regulation, with powers to outsource work or set up companies, while the Minister would provide policy direction and agree its service targets. The Authority would be overseen by a board and chief executive, funded partly by the State and service charges, and subject to public reporting, financial audits, conflict-of-interest rules and freedom-of-information requirements.

Bill entitled an Act to provide for the establishment of a body to be known as An tÚdarás um Thástáil agus Caighdeáin do Thiománaithe, or in the English language as the Driver Testing and Standards Authority to define its functions and to provide for connected matters
