The measure would give Secretaries General and heads of certain offices greater responsibility for appointing, managing, disciplining and dismissing civil servants below Principal level, while Ministers would remain responsible for more senior staff. It would extend unfair-dismissal and minimum-notice protections to most civil servants, allow contracts and recruitment of people over 65, and permit disciplinary action for persistent underperformance, including unpaid suspension. It would also transfer responsibility for local State Solicitors and staff of the Director of Public Prosecutions, rename the President’s Secretary, and make technical pension-law changes.
