Comhairle (Amendment) Bill 2004

The Bill would expand Comhairle’s role in helping people with disabilities access social services, including creating a personal advocacy service for people who cannot obtain essential services without support and may face risks to their health, welfare or safety. Advocates could help with applications, appeals and assessments, represent people’s interests and access relevant information, while public and voluntary bodies would have to cooperate. It would also reduce Comhairle’s board from 20 to 15 members, with at least three members representing people with disabilities; a sign-language interpretation service would instead be developed through an administrative scheme.
