Irish citizenship for children born on the island of Ireland to non-Irish parents would generally depend on at least one parent having lived lawfully in Ireland or Northern Ireland for three of the four years before the birth. Children with an Irish, British or permanently resident parent would be exempt, while time spent unlawfully, studying or awaiting an asylum decision would not count; special rules would apply to diplomats, children, minors seeking naturalisation and spouses of Irish public servants abroad. The legislation would also prevent citizenship being granted solely because someone invested in Ireland.
