The Intoxicating Liquor Bill 2004 would allow under-18s to attend alcohol-free events in licensed premises, such as nightclubs or hotel function rooms, provided no alcohol is sold, supplied or consumed and any bar is securely closed. It would also allow 18- to 20-year-olds to attend without carrying age documents in these circumstances, and provide legal protection for people and premises covered by the change.
