The proposal would pause development-plan deadlines around local elections, require proper reconsideration of decisions based on inadequate consideration or materially false information, and require public notice when landowners seek rezoning. It would also prevent rezoning of land involved in enforcement or compulsory-purchase proceedings until those matters end, while removing fees for third-party submissions or observations on planning applications.
