Health (Amendment) (No. 2) Bill 2004

The Bill changes the rules for charges for hospital in-patient care. It makes clear that charges cannot be imposed on children under 18, women receiving maternity care, involuntary mental-health patients, people needing acute medical care, or certain people who contracted Hepatitis C through blood products; charges may also be reduced or waived to prevent serious financial hardship. After 30 days in hospital, charges would switch to a weekly rate capped at 80% of the non-contributory old-age pension, while confirming the legality of most charges already paid.
