Would have allowed Ireland to ratify the proposed European Constitution and remain part of the European Union under its new rules. It would have replaced outdated constitutional references to existing EU treaties, while requiring approval from both Houses of the Oireachtas for certain major decisions, including changes to voting arrangements, expanded EU criminal-law powers and a European Public Prosecutor; it would also have preserved Ireland’s ban on joining a common EU defence. Most changes would take effect only if the European Constitution itself came into force.
