Prisoners would be allowed to vote by post in elections, while remaining registered in the constituencies where they ordinarily lived rather than where they are imprisoned. Prison governors and other custodians would have to help prisoners register for and use postal votes, ensuring imprisonment does not prevent them exercising their voting rights.
