Strengthens building control by requiring fire-safety and disability-access certificates for certain new buildings, giving local authorities stronger enforcement powers and increasing penalties for breaches. It also introduces energy-efficiency ratings, requires large buildings to consider alternative energy systems, and restricts the titles “Architect”, “Quantity Surveyor” and “Building Surveyor” to registered, suitably qualified professionals.
