The measure would change the child-abuse inquiry’s procedures so it could investigate more efficiently, consider how children entered and remained in institutions, hear selected evidence, and make findings about institutional abuse without proving every individual case. It would create an independent Education Finance Board, funded initially with €12.7 million plus interest, to provide education grants to former residents and their relatives, with four of its nine members required to be former residents. It would also make practical changes to redress applications, including cases where an applicant dies, appeals, medical evidence and instalment payments.
