Road Traffic (Mobile Telephony) Bill 2006

Drivers and people supervising learner drivers would be prohibited from holding or using a hand-held mobile phone while the vehicle is on the road. Emergency-service use and genuine emergency calls would be exempt; parked cars would be covered by a defence. The measure would allow on-the-spot fines and prosecution based on reliable photographic evidence, even without a Garda witnessing the offence.
